England-Thims & Miller, Inc. (ETM), a privately owned and Florida-headquartered infrastructure and development consulting firm, has hired Billy Hattaway to expand the company’s services in the Tampa Bay and Southwest Florida regions. Hattaway began his role as Senior Advisor of the Traffic and Transportation Department on June 5, 2024.

Billy Hattaway, PE, RSP1, brings over 45 years of professional transportation planning and engineering experience to ETM. His extensive career includes 28 years with the Florida Department of Transportation (FDOT), where as District One Secretary he led the development and implementation of the Department’s Complete Streets policy and numerous pedestrian and bicycle safety initiatives. Hattaway also served as the Transportation Director for the City of Orlando and has held key leadership roles in the consulting industry.
